In 1998, the European Commission launched its urban passenger transport benchmarking pilot project. Authorities and operators from fifteen cities and regions took part: Athens, Bremen, Dresden, Edinburgh, Graz, Genoa, Ile de France, Lisbon, Merseyside, Nantes, Oulu, Prague, Strathclyde, Stuttgart and Terni.
The pilot project had two stages. The first stage involved the development of indicators and collection of data by the cities. During the second stage the cities divided into four working groups, formed around key topics about which the cities wanted to find out more regarding good practice.
The participants learned valuable lessons about the challenges involved in carrying out a comprehensive self-assessment of their passenger transport systems and about the benefits of working in co-operation with other European cities.
