On 19-20 April 2001, the launch meeting of the Citizens’ Network Benchmarking Initiative took place in Brussels. The meeting was aimed primarily at bringing together all the participants in the project – some of them for the first time at the European level – and give each and every local authority representative the opportunity to meet colleagues from other countries and discuss common topics of interest.

From a total of over 70 delegates, the event was attended by more than 50 officials from cities and regions taking part in the initiative. Representatives from relevant international organisations and associations such as UITP, Polis, Car Free Cities, and EMTA were also present. Furthermore, invited experts from different horizons provided input to discussions.

The meeting started off by an informal presentation of the delegates present. Paul Hodson, European Commission DG TREN, explained the policy context and aims of the Citizens’ Network Benchmarking Initiative and highlighted the results that had been achieved during the pilot project. Yves Mathieu and Henry Britton, from the Project Management Office (PMO), presented the work programme and activities for the year ahead through examples of the meetings that would take place and the publications that would be produced. They also described the support that localities would receive from the PMO and the commitments need by the participants to successfully achieve the objectives of the project. Max Bohnet, PMO, also presented a series of first results for the common indicators.

The rest of the two-day event was structured around working group sessions. the discuss current activities and identify areas of interest for comparing the performance of their local and regional transport systems. As a result of the discussion process, six working groups were established focusing on topics such as:
- organisational and contractual issues;
- accessibility and users’ needs;
- intermodality and integration;
- public transport attractiveness, and;
- citizens’ perceptions.
