The common indicators serve to compare the performance of the system regarding
specific performance indicators and to support the process of identifying best
practices.
The indicators provide a general overview of the transport system in the
participating cities and regions.
For this purpose a set of 39 common indicators was developed covering the
following topics:
General background information (population, area,
commuters, income)
How people travel (number and distances of trips of
different groups)
Road transport (infrastructure, vehicle ownership,
investment costs and performance)
Public transport (infrastructure, service quality,
investment, costs and revenues)
Walking (infrastructure, security, investment)
Cycling (infrastructure and investment)
Socio-environmental impacts (pollution, noise and
accidents)
The Indicators Handbook contains the methodology sheets and recommendations (MS
Word97 files), and the data input sheets (MS Excel file).

A variety of performance indicators are composed out of the raw data of the 39
common indicators and sub-indicators in order to make the different cities and
regions comparable.
These performance indicators help the participants to identify their strength
and weaknesses and to learn from other cities, why they perform better in
certain domains. Benchmarks can therefore be identified according to the levels
achieved by others and enable participants to set realistic targets for their
own policy.
